Foresight practice benefits from the decades of experience of foresight experts in providing options on how to govern technology, research, and innovation for better worlds. The ambitious goals of the European Commission to achieve the triple transition have given foresight an even more central role as a mechanism for generating future knowledge and as anticipatory practice. In times of sudden changes and unexpected disruptions long-term planning based on quantitative projects easily becomes maculated. The European Commission has also recognised this and responded with a comprehensive foresight initiative: to better embed foresight into policy-making and to get quick outputs for next-generation transformative innovation policies the Foresight on Demand (FoD) project series was launched. FoD comprised a network of experienced foresight organisations that were prepared to respond quickly to the requirements of various EU directorates and agencies. These different clients need customised foresight processes. Yet the accelerated processes profited from some standardized Foresight modules and well-established network cooperation. The projects were designed for application in many policy areas, including the traditional R&I field but also in more societal areas such as education, health, and in areas with a strong technical focus such as energy, mobility, or AI. Based on the empirical experience of more than 25 FoD projects this paper examines the question of whether and how accelerated and client-oriented foresight processes can contribute to transformative change. . The focus of our analysis is on a critical selection of FoD projects, their objectives, approaches and outcomes as well as on interviews with consortium partners and the output of a recent consolidation workshop of the FoD consortium. Our results are twofold: While the standardised modules and methods have proven useful for generating anticipatory knowledge with regard to the triple transition, we have identified obstacles to the uptake of foresight results, particularly due to barriers in the relations between foresight practitioners and client networks.Zeitraum | 6 Juni 2024 |
