Abstract

This work explores the challenges of transferring EU-level policy analyses and recommendations to national contexts, using green skills and green jobs in Austria as a case study. Building on a 2023 EU foresight study by the Foresight on Demand consortium, the authors applied a collective intelligence approach to adapt European scenarios to Austria without replicating the full EU exercise. Through policy analysis and a world café involving diverse stakeholders, key future skill needs, declining occupations, and emerging jobs were identified. The results demonstrate how collective intelligence can generate context-specific insights and policy options, showing that EU-level foresight can effectively inspire national strategies when adapted to country-specific conditions.
