N2 - The working paper is an outcome of Evaluation study on the European Framework Programmes for Research and Innovation for addressing Global Challenges and Industrial Competitiveness – Focus on activities related to the Green Transition. It aims to provide a systematic comparison of HE R&I instruments based on their engagement priorities and R&I induced collaborations in the context of advancing Green Transition priorities. Results suggest that Horizon Europe serves as enabler of diverse collaborations that are relevant to the Green Transition. To realise the transformative potential of engaging different actors and foster meaningful engagement, it is recommended to further foster open-ended, bottom-up and inclusive approaches. The use of participatory approaches in the framework programmes should allow to meet actors on their own terms, recognise their distinct capacities and needs, and leverage their unique roles in the Green Transition
