Matching Needs and Capabilities for Pandemic Managment

Whenever a disaster hits, it is imperative that practitioners and other involved stakeholders have access to the best possible capabilities when mastering the event. This is equally crucial for pandemic management. The systematic three tier approach presented in this paper – taxonomy, expert
knowledge and metrics – enables systematic matching of gaps and potential solutions both on national as well as international level. This methodology offers several advantages, including reproducibility, comparability of solutions, and the potential to close capability gaps. This approach also allows for the expansion of the matching concept based on evolving end-user requirements.
However, continuous involvement of practitioners and stakeholders is necessary to update needs and adapt the description of proposed capabilities. The dynamic nature of pandemics poses scalability challenges due to the limited availability of human resources to update and extend the knowledge base. This highlights the need for automated or semi-automated approaches, such as AI applications,
to maintain a dynamic knowledge base.
