Abstract

Topic Climate adaptation requires in many impact fields active involvement of municipalities. In this project, we deal with flood risk and adaptation: Adaptation measures will have obviously positive effects for the municipality, which is planning those measures. They may however also have positive spillover effects for other riparian municipalities. On the other side there is also danger that adaptation activities may have negative effects for some municipalities (negative spillover effects), e.g. if flood protection measures taken in an upstream municipality leads to additional flood risk downstream. Thus the general objective of the project is to analyse the municipalities´ budgetary effects of adaptation measures against flood risk by analysing costs for reconstruction of damages before and after the measure implementation and to discuss adaptation and maladaptation impact of current and later expected events of similar scope for the municipalities as well as for the national level.
