Resilienz des österreichischen FTI-Systems. Krisenabsorption und Krisenvorbereitung am Beispiel von Pandemie und Klimawandel

Abstract

How did the Austrian research, technology and innovation system (RTI system) come through the crisis and what lessons can be learned from it for coping with future crises? How can resilience be observed and/or measured in this context? These questions were the focus of the present study, which was commissioned by the Austrian Council for Research and Technology Development. Methodologically, the study is based on interviews with experts from the RTI system, workshops with the Council, relevant stakeholders and RTI actors, as well as research into the relevant literature and other sources. The study looks at the three resilience dimensions of absorption, adaptation and transformation. Behind these are conceptual ideas regarding the buffering of external shocks, the adaptation of a system to crisis events and the ability of a system to change fundamentally and in a forward-looking manner due to crises or the anticipation of crises. The dimension of transformation or bounce forward is not defined as incremental as incremental changes in a system, but as a contribution to systemic change. The most important recommendation of the study is to understand the topic of resilience in a forward-looking way and to intensify preparation for crisis scenarios that can be expected with a high degree of probability (climate crisis, biodiversity crisis, etc.), e.g. through more anticipatory activities in this and, following the example of European instruments, a stronger structural and thematic orientation of the system towards possible crises.
