The Insider Threat remains one of the most challenging aspects of both physical and cyber security that exists within a nuclear organization. An individual with access, knowledge, and motivation to conduct a malicious act against the organization has the potential to conduct serious damage. Statistics show that the Insider Threat is real with frequent reports of organizations being victimized by insider activities. A key element of a nuclear security program is the implementation of insider threat mitigation which integrates cross-discipline activities and measures to develop a defense in depth posture. Security operations and cyber security must work in unison for insider threat mitigation. A cyber security incident at a nuclear facility should immediately raise concerns for insider activity be it malicious intent or unwitting action. This paper examines the practical implementation and evaluation of insider threat mitigation measures at a nuclear facility. It examines the state of practice as well as the potential application of advanced technologies such as AI. The insider threat is a complex problem that requires careful consideration and associated security controls.
