Description

Collaboration between diverse societal actors has been widely acknowledged as essential for a successful and inclusive Green Transition (GT). Participatory approaches have also been on the rise within transition-oriented policies, emphasizing their transformative potential. One major example of an ambitious approach to collaboration while delivering on the European Green Deal (EGD) comes from Horizon Europe (HE), the ninth R&I programme of the European Commission. The paper thus aims to address two gaps which define its novelty: 1) a gap in the systematic understanding of how engagement within HE is conceptualised and implemented beyond specific approaches and projects, and 2) a gap in the definition of necessary engagement orientations within different R&I instruments in the context of delivering on the GT priorities. The paper aims to provide a first systematic comparison of HE R&I instruments based on their engagement priorities and R&I-induced collaborations in the context of advancing GT priorities. The results intend to inform the advancement of participatory approaches within the European Green Deal and the tenth R&I framework programme. They can also help advance the EU knowledge valorisation policy to effectively engage relevant actors beyond the established R&I communities.
