Description
Challenges in climate, urbanisation and demography call for a transformation of societies and way of life. The von der Leyen's Political Guidelines (page 4) assign Europe as leader of the transition "to a healthy planet and a new digital world. But it can only do so by bringing people together and upgrading our unique social market economy to fit today´s new ambitions." Many governments, as well as the European Union, have already responded by making changes in part of their research and innovation (R&I) policies shifting from stimulating technology development and economic growth to a system-oriented public R&I policy to an approach that should bring about transformative change in systems with clear goals (e.g. Missions of Horizon Europe, Sustainable Development Goals). Although it is acknowledged that R&I programmes are only one of the many policies required for effective transformation, they can make a crucial contribution. R&I Policies targeting transformative change will now be implemented in national, transnational and European R&I Programmes. The R&I Framework Programme of the European Commission, Horizon Europe, will develop its work programme, the transnational networks of European countries start now to prepare their re-configurated partnership programmes to contribute to the goals of Horizon Europe and some national R&I programmes have already started to re-design their agendas. They all aim to contribute by R&I activities to transformative change reaching the highest impact possible. Challenges occur in the designi and implementation of the aspired instruments to implement the programme. It is clear the transformative R&I programmes require a mix of instruments, such as challenge oriented R&I funding, new types of research and innovation with new type of stakeholders involved with stronger engagement, change in legislation, career incentives, living laboratories and public-private funding models. The aim of this session is to discuss how to implement the highly ambitious R&I policies on transformative change into a transformative R&I programme with dedicated instruments to stimulate i.e. novel configurations of actors, produce transformative outcomes, change institutions and practices that bring about a new mode of operation of entire sectors or systems change. This session is dedicated to stimulate a dialogue for mutual learning between coordinators of such transformation-oriented R&I Programmes on European, transnational and European level, but also hearing recommendations from experts in the field to the practitioners.Period | 18 Aug 2020 → 21 Aug 2020 |
