This paper analyses the research question to which extent the conceptualisation of the Green Transition has been translated into the design and implementation of the European Framework Programmes for Research and Innovation. It focuses on the evolution from Horizon 2020 to Horizon Europe from a transition theory perspective, providing empirical evidence on induced transformation processes. While changes in the underlying rationales and the design of Horizon 2020 and Horizon Europe have already been analysed, in-depth empirical analyses on directional changes and effectiveness in fostering the role of R&I for the Green Transition have by large been untapped. From the policy maker’s perspective, the paper contributes to enhance R&I programming for transition processes and policy learning. For R&I policy evaluation and studies, it contributes to the advancement of R&I policy evaluation frameworks and methods.
