Abstract

Competing economics paradigms define and analyse innovation in diametrically different ways
and offer distinct policy rationales to justify science, technology, and innovation (STI) policies. Despite major differences in their conceptual framework, they share the view that innovation contributes to a significant extent to enhancing competitiveness and fostering economic growth. This paper provides and overview how innovation is (i) characterised in linear, interactive and networked models of innovation; (ii) analysed in various economics paradigms; and (iii) what STI policy rationales are derived from the major tenets of these schools to justify state interventions.
