To achieve an end on nuclear testing the Comprehensive Nuclear Test-Ban-Treaty (CTBT) installed an international monitoring system, including 320 stations for hydro-acoustic, seismic, infrasound and radionuclide measurements. To support the radio-nulcide monitoring stations 16 radionuclide laboratories were established - one at the Research Centers Seibersdorf (RL3). For a very low detection limit of 5 µBq.m-³ for 140Ba (537 keV), the RL3 was constructed as an ultra low level laboratory. Therefore the background of a high purity germanium gamma-spectrometer has been reduced by developing a sandwich-stuctured passive shielding combined with an active shielding. The entiere system is encapsulated in an iron-castle and placed into a fall-out shelter. The influence of radon was reduced by the installation of an air-conditioning system. The fianl background count rate over the energy interval from 40 keV to 27000 keV amounts to 0.18 cps/kg germanium. This leads to a reduction factor of approximately 103 compared to the outdoor count rate. Hence, the demanded detection limit for 140Ba will be achieved by using a minimum measurement time of 24 hours.
