Least cost abatement of greenhouse gases in the Greenhouse & Air pollution Information and Simulation (GAINS) model

Abstract

The purpose of this paper is to analyze least cost strategies for an integrated abatement of the greenhouse gases (CO2, CH4, N2O and the fluorinated gases HFCs, PFCs and SF6) and their interaction effects with the abatement of traditional air pollutants (SO2, NOx, PM, NMVOC and NH3). Starting from the emission level implied in 2020 when measures have been implemented to the extent required by current legislation, the additional cost of achieving a 15% reduction compared to the 1990 level was assessed. Initial results indicate that scenarios that include abatement in non-CO2 greenhouse gases imply considerable cost-savings compared to scenarios with only CO2 abatement. The co-benefits of greenhouse gas abatement on the abatement of traditional air pollutants decrease when CO2 abatement options are substituted for CH4 and N2O options, as effects of the latter options on air pollutants are relatively small.
