Abstract
Manycitiesandcompaniesaresettingactionplansandstrategiestoaddresse.g.climatechange,airquality,energysecurityoruseofrenewableenergysources(RES).TheseactivitiesaresupportedbyseveralEuropeanandnationalinitiativessuchastheCovenantofMayorwiththedevelopmentoftheSustainableEnergyActionPlans,theEuropeanEnergyAward,(respectivelycallede5programinAustria)andseveralEUDirectives.Inthiscontext,SURECITYprojectgoalstodevelopatransparentanduserfriendlysoftwareplatformsupportingthedevelopment,implementationandmonitoringofcitylevelpoliciesandmeasurestowardsalowcarbonenergysystemincludingmobilityservicesandtransportinfrastructurewhileensuringthepromotionofsustainabilitygoalsonairquality,sustainableland-use,efficientwateruseandimprovedgovernance.Toachievethisobjective,thefirststepistoidentifytheneedsofthecitiestobecoveredtounderstandhowthedifferenceneedsforthemunicipalitiesdependingonthesiteandthegeographicallocations.TheseneedshavetobenotonlytobeidentifiedalsotobelistedundertheUserRequirementsSpecificationstogetacommonunderstandingforthedifferentactorscontributingintotheprojectssuchascities,softwaredevelopers,energymodelersorenvironmentalmodelers.Theworkpresentedinthispapercoversthefirstpartoftheproject,focussingontheidentificationofcitiesneedsandrequirementsintermsofmodelling,visualizationandcommunicationamongthecityactors.Thislistofneedsisbasedonthreecitystudycasesaddressedundertheproject,i.e.itcoversthecitiesAlmada(Portugal),Malmö(Sweden)andJudenburg(Austria).
